Paul HooperPaul Hooper

Until recently was the Regional Tobacco Policy Manager for the Department of Health in the West Midlands.

He is well known in the field of tobacco and health and has knowledge and experience of working with local authorities, the NHS and the media.

As an Environmental Health Officer Paul got involved in tobacco issues as early as 1985. He was responsible for one of the early Tobacco Control Alliances (‘Smoke Free Birmingham’) and he later revitalised the Warwickshire Alliance where he was also responsible for introducing the new cessation services.

Paul was closely involved in the training of professionals prior to the Smoke Free law being introduced in 2007 and in 2008 he was awarded honorary membership of the Faculty of Public Health for his work in the field of tobacco control.

He has frequently been an adviser to national organisations; author of articles; a member of committees and a contributor to many national and international conferences and meetings.

 

Jane MacGregorJane MacGregor

A Trading Standards Professional with over 20 years experience, Jane was a Senior Manager with Essex County Council for more than 10 years.

In 2004, Jane established her own consultancy business specialising in the needs of Local Authorities and businesses. She has continued to work with both the Department of Health and LACORS on the implementation of tobacco policy working across a range of issues from the development of the Smokefree places legislation, tackling the supply of illicit tobacco products and reducing illegal under age sales.

Jane is also a consultant advisor with both the Tobacco Control and Alcohol Harm Reduction National Support Teams.

 

Hilary WareingHilary Wareing

Hilary Wareing is a Co-Director of the Tobacco Control Collaborating Centre set up in May 2004 by the Health Development Agency to support the tobacco control workforce.

Since September 2005, the Centre has functioned as an independent unit and currently receives funding and support from numerous other organisations including Cancer Research UK, the Chartered Institute for Environmental Health and Pfizer Ltd.

Hilary was involved in the implementation of smokefree legislation in England and took a lead role in the implementation of smokefree regulations within the mental health setting. Hilary worked closely with the Department of Health and Care Service Improvement Partnership (CSIP) to achieve this. She was also the lead on a Cancer Research UK project for monitoring of compliance of smokefree legislation.

The areas of work she is currently pursuing include: smokefree prisons, smoking in pregnancy, shisha smoking in pregnancy, smoking in cars and the harmful effects for children, redesigning Stop Smoking Services.

Hilary has a background in health service research and management as well as holding professional qualifications as a Registered General Nurse, Midwife and Health Visitor. She has an Honorary Fellowship from both the School of Health and Social Care, and Honorary Lectureships from the University of Teesside and from the Faculty of Health and Life Sciences, University of Coventry.

 

David NewsumDavid A Newsum

David is an Environmental Health Practitioner and has been a freelance training consultant since 1994, specialising in food safety, occupational health and safety and various aspects of professional development.

He has delivered seminars for the Department of Health, Food Standards Agency, Health and Safety Executive and the CIEH on various topics including the health and safety enforcement management model (EMM), competence frameworks, HACCP, Safer Food Better Business, Project Management and Presentation Skills. In 2007 he contributed to the national training project for the smoke free legislation implementation, co-delivering a series of 18 one day training events for local authorities.

One of his key contracts has involved policy work with the CIEH, formulating policy initiatives in the health and safety, education and regional development areas.

David has also delivered training sessions beyond the UK – in California, New York, Barcelona, Gibraltar, Jamaica, Belgium and Oslo.
