Noise and Nuisance Enforcement: A practical briefing on current legislation - Speakers

Clive Bentley, Consultant, Sharps Redmore Partnership

Clive Bentley has worked as an acoustic consultant specialising in environmental noise for the last four years. He routinely assesses the noise impact of (and on) a wide variety of commercial, industrial and residential developments. He has considerable experience as an expert witness in planning appeals, nuisance and licensing cases for both commercial clients and local authorities.

Prior to this, Clive spent fourteen years at Ipswich Borough Council in the Environmental Protection team and also worked for five years in industry.

Clive is a member of CIEH, IoA, IEnvSc, IAQM and is a Chartered Environmentalist.

Claire Shepherd, Senior Consultant, Bureau Veritas Acoustics and Vibration Group

Claire qualified as an Environmental Health officer and worked in Local Government Environmental Health Departments in a variety of disciplines including food safety, occupational health and safety, statutory nuisance including noise and environmental protection. Now at Bureau Veritas as a Senior Consultant, Claire provides technical advice to the Department for Environment, Food and Rural Affairs (Defra) on environmental, neighbour and neighbourhood noise and statutory nuisance where she is involved in research and policy development. Additionally, Claire project manages commercial acoustic projects.

Tim Dice, Policy Adviser Environmental Noise, Defra

Tim Dice has been a civil servant for 25 years, serving in several government departments including the Home Office; Foreign Office; Ministry of Defence and for the last 8 years in the Department for the Environment, Food and Rural Affairs (Defra). During his time in Defra he has been in the Waste Strategy Division, involved in the reform of the Landfill Tax Credit Scheme, and following on from that the Waste Implementation Programme, where he was a lead in the implementation of the European Landfill Directive. Latterly, he is a policy lead in the Noise and Nuisance Team at Defra, primarily dealing with the implementation of the Environmental Noise Directive.

Rupert Taylor, Managing Director, Rupert Taylor FIOA Noise & Vibration Consultants

Rupert Thornely-Taylor has specialised in acoustics, noise and vibration for 45 years. He is President of the UK Association of Noise Consultants and a Director of the International Institute of Acoustics and Vibration. He was a founder member (and is a Fellow of) the Institute of Acoustics and was the author of the Pelican book NOISE. He has been noise and vibration consultant in many major infrastructure schemes in the UK and around the world, having been expert witness in over 100 public inquiries, court cases and parliamentary select committees. He is director of Rupert Taylor Ltd specialising in numerical modelling of vibration and ground-borne noise.

Liz Brueck, Noise and Vibration section, Health and Safety Laboratory

Liz Brueck is a senior noise scientist with the Health and Safety Laboratory. The Laboratory is an agency of HSE and provides scientific and technical support and research for both HSE and local authority enforcement of Health and Safety at Work issues. Liz has been working with local authorities on noise in music and entertainment, and helping them work towards achieving compliance with the Control of Noise at Work Regulations 2005.

Derek Pearce, Team Leader, Haringey City Council

Recruited as a Student EHO by Haringey Council in 1978 gained a Diploma in Environmental Health at Tottenham in 1981 and has worked in a number of different roles with Haringey.

These range from Housing Grants, HMO enforcement, Regeneration and Housing Renewal Areas, Pest Control and now team leader of Enforcement Response, a 24/7 team of officers providing noise and licensing enforcement together with other out of hours enforcement.

The team were recently commended for their work by the Noise Abatement Society with the John Connell Local Authority Award

Steve Farmer, Technical Officer, Luton

Steve was born in Luton in 1953 and has worked at Luton Borough Council, as a Technical Officer in the Environmental Protection Team since January 1992.

Prior to joining Luton Borough Council, Steve worked for the Post office in an enforcement capacity; presenting prosecutions for television licence evasion in the local Magistrates Courts.

During his career at Luton Borough Council, Steve has concentrated on the resolution of nuisance complaints and in particular, noise nuisance. Steve has enjoyed developing good working relationships with other departments at Luton Borough Council, the Courts, the legal profession and in particular, with the Police.

Gloria Elliott, Chief Executive, Noise Abatement Society

The breadth of Gloria’s creative experience gained from many years in the media world and running her own retail business and property development companies has helped shape her vision of bringing together two unlikely bedfellows: the Noise Abatement Society and Industry, working together to find practical solutions to difficult noise issues.

Her positive attitude she attributes directly to her entrepreneurial father, John Connell OBE, who founded the Society in 1959. A man before his time, he identified noise as ‘the forgotten pollutant’ focusing on the dangers of excessive noise to society long before it was generally acknowledged.

Many of the NAS campaigns have sprung from Gloria’s ability to view the familiar with fresh eyes.

Gloria was UK work package leader for the European Call FP7 2008 on Quiet, Clean, Safe Sustainable Delivery in partnership with Transport for London and has just been to Seoul, Korea to present two new Quiet Standards submissions to the Plenary meeting of ISO Technical Committee 43.
