Climate Change Programme for Action – CIEH Response to Welsh Assembly Government

Climate change strategy - Programme of action consultation

The CIEH has said that climate change must be dealt with by changing public behaviors and not by new rules or regulation.

Responding to the Welsh Assembly government’s Climate Change Strategy – Programme of Action consultation, CIEH Wales makes it clear that the public must feel that they individually are part of the solution.

The consultation response states:

“It is essential that there is public buy-in to addressing climate change and this can only be achieved by engaging with the public and encouraging behavior change through a positive policy.

“We do not support the concept of regulations that require particular forms of behavior change since they encourage individuals only to achieve enough to satisfy the regulation rather than to embrace activity which takes them over and above a prescribed line.”

CIEH Wales sees that is the role of the Welsh Assembly government to promote behavioral change and to support specific activities, communities and businesses to engage with the climate change agenda.

The CIEH believes that we should be seeking out examples of best practice and adapting them to suit the needs of industry in Wales as a better way to achieve results and promote long term behavioral change.

The Welsh Assembly Government launched the consultation on 25 June. Climate Change Strategy – Programme of Action requests comments on how best to put policy into practice.

Responses to the consultation will be collected, and along with the Climate Change Strategy - High Level Policy Position Statement, will inform a final climate change strategy.
