The annual CIEH policy conference boasts leading industry figures to discuss new approaches to regulation.
The key note address will be delivered by John Penrose, Conservative MP and Shadow Minister for Business Enterprise and Regulatory reform. Other speakers include:

The Earned Autonomy or Business as Usual? conference provides a unique opportunity to hear from leaders in the field, together with leading opinion formers. There is also an opportunity to influence the debate and take part in shaping the response to calls from business, for regulators to recognise compliance by multi-site businesses and adapt risk assessments accordingly.
The conference will address questions such as:
- Earned autonomy – anathema or object of affection?
- How light is light touch?
- National businesses and SMEs – should they be treated the same?
- Primary authorities – are they fit for purpose?
- Regulators and business – are they competent?
The LBRO is driving forward the formation of primary authorities. The main objective is to establish regulation that is proportionate and fair to business, particularly in a harsh economic climate.
Meanwhile many national (multi-site) businesses believe that they are still subject to inconsistent enforcement; they believe that businesses that can demonstrate high levels of compliance and performance should be able to earn a lighter regulatory touch by their local regulators. One of the desired outcomes is fewer inspections.
The one day conference will look at how reasonable this is? Can it be made to work? And where does this leave the consumer?
