10th London Local Authorities Bill

In November 2007, the 10th London Local Authorities Bill was presented to Parliament (a copy of the text can be found below along with the CIEH London response to the consultation on the Bill).

This Bill confers a range of further powers upon local authorities in London, including:

• the issuing of penalty charges for littering and dog-related offences
• compulsory display of information relating to “Scores on the Doors”
• miscellaneous provisions related to public health, environmental protection and highways
• provision for local authorities to serve management orders on owners of houses in multiple occupation that require maintenance
• changes to the powers of entry by ‘appropriate officers’ to houses
• miscellaneous provisions for the licensing of premises.

Four petitions were presented against the Bill in the House of Lords (one was subsequently withdrawn) and the Bill was therefore reported to the Opposed Bill Committee on 18 July 2008.

This committee considered the opposed clauses within the Bill, and the report of that committee can be found below. The Bill has now been recommitted to an Unopposed Bill Committee which will consider the rest of the Bill.
