This publication from 1994 sets out a number of principles which local authorities can use when assessing standards of accommodation in houses in multiple occupation.
Please note that the standards were produced before the introduction of the Housing Health and Safety Rating System (HHSRS) While they may be helfpul in informing decisions on risks under the HHSRS, they should not be construed as guidance on the HHSRS.
