Now in its 12th year, the Annual CIEH Housing and Health Conference remains the leading, informative event for all professionals working in the Private Rented Sector (PRS), with a focus on improving standards and safety.

The need to tackle energy efficiencies, fuel poverty and raise safety standards in the PRS continues to be a priority and a key determinant for improving health and sustainability in housing.

The 2020 conference discusses these key issues with informed content from latest government tools and guidance. Sessions from local authorities already working on innovative work processes and partnership initiatives will feature on the programme.

David Beach


In 2018, David Beach was appointed Director of Regulatory Services at LB of Waltham Forest responsible a range of regulatory functions including private sector housing. David has over 30 years’ experience in the housing field, both within the public and private sectors.
David has made significant contributions to housing enforcement policy and procedure, including Lacors HHSRS guidance and the establishment of the first unified Joint London Borough’s standards for homeless person’s accommodation [BABIE scheme]. In the private sector, David was employed as Survey Director with overall responsibility for ensuring the successful delivery of the physical survey element of the English Housing Survey [EHS].

Frank Bertie


Frank Bertie is the Group Technical Director and Chairman of the Trade Association and was one of the founding directors of NAPIT in 1992. His role, originally a part-time one, has grown in recent years to be full-time. He leads the Group’s technical activities, including the drafting of technical publications and delivery of technical presentations and webinar programme. He is a former TrustMark Director and is a member of the Institute of Engineering and Technology, sitting on many industry technical panels, working parties and committees including JPEL/64 (BS7671 IET Wiring Regulations), BASEC Certification Committee, Electrical Industry Forum, CPW/4 BS7909 Committee, Electrotechnical Market Surveillance Committee and Electrotechnical Assessment Specification Management Committee.

Frank Bertie


Louise Connelly Private Sector Housing Licensing Manager, Liverpool CC is a qualified EHO and has worked in Housing Enforcement for over 12 years. Cutting her teeth in the HMO Team at Liverpool, she raised standards through hard enforcement and prosecution. Now Head of Private Sector Housing at Liverpool and proud to be leading on the Citywide Licensing Scheme, Housing Enforcement and HMO licensing.
Louise also leads on the identification and remediation of unsafe cladding on high rise residential buildings and all the interlinked and complicated issues arising from this project which in Liverpool currently involves over 350 buildings. She also sits on the MHCLG’S working group 1 in relation to ongoing work for shaping the future regulation of high rise residential buildings.

Kirsten Horton


Kirsten Horton has been a Senior Policy Advisor in BEIS since 2018, leading on the update of the Fuel Poverty Strategy for England. She has an MA in Public Policy from King’s College London.

Nick McCormack


Nick McCormark is a Station Manager in Merseyside Fire & Rescue Service (MF&RS) with 23 years operational experience operating in a wide variety and roles within the metropolitan area of Merseyside / Liverpool.
Nick worked in Fire Protection (Fire Safety) Department in 2016 – 2019. Following the Grenfell Tower tragedy and the Echo Arena Car park fire, Nick wrote the MFRS Protection Report and was part of the management team overseeing 20 Inspectors that conduct inspections of commercial & residential premises within the county.
From 2018 – 2019, Nick was seconded to Liverpool City Council (LCC) to facilitate ACM cladding removal from High Risk Residential Buildings and to lay the foundations for future joint working, in line with the Dame Judith Hackitt Review – Building a Safer Future.
