The relationship between housing and health has never been more evident, as the pandemic has underlined the importance of people’s homes, communities and access to green spaces. The 2021 conference agenda will provide a strategic overview of the work carried out during lockdown conditions and discuss what effect this has for future housing plans in the Private Rented Sector (PRS).

The Social Housing White Paper, borne as a result of the Grenfell Tower fire, will also be deliberated upon and reviewed. There will also be an update on the draft Building Safety Bill and how it plans to implement reforms to the building and fire safety system.

Alan Davies


Alan Davies, Housing Health and Safety Rating System (HHSRS) Review Project Manager & Head of Consulting with RH Environmental Ltd. Alan is a Chartered EHP and gained an Environmental Health Law Masters specialising in housing standards in 2010. He is a practicing environmental health and housing consultant, author for RIAMS (Regulatory Information and Management Systems) and a HHSRS and housing enforcement trainer. Alan was a project team member in the delivery of the HHSRS scoping study for the MHCLG and part of the team that developed, tested and piloted the ‘Fire Addendum’. Prior to joining RHE Alan spent 20 years in local government, roles included housing standards and HMO licensing team lead responsibilities.

Andrew Parsons


Andrew Parsons, PSH Enforcement Co-Ordinator, Liverpool City Council. Since graduating in 2004, Andrew has been a housing enforcement professional and is a registered English Housing Surveyor and consultant for UNIPOL Student Homes, for whom he undertakes HMO accreditations. For 12 years, Andrew was a front-line environmental health practitioner, during which, he spent most of his time specialising in HMO’s, and since 2016 he has managed various teams of enforcement officers. Andrew has featured in BBC and ITN primetime investigative programmes and his door-knocking-with-warrant card is legendary.

Christopher Dearing


Christopher Dearing, Programme Leader, Hull City Council. Chris Dearing has worked for Hull City Council since 1993 as an Environmental Health Practitioner in a number of roles, and for the last 12 years, he has particularly been focused on housing. He has programme managed the land assembly element of a number of Housing Renewals schemes in Hull and since 2019 has overseen the multi-disciplinary team working with the supported housing sector in Hull.

David Smith


David Smith, Partner, JMW Solicitors LLP & Legal Counsel at the NRLA. David is a partner at JMW Solicitors in London, specialising in landlord and tenant and property litigation in the residential sector. In July 2020 David was announced as legal counsel for the National Residential Landlords Association.David joined JMW Solicitors LLP in April 2020 in the Commercial Litigation Department. David specialises in residential property rights and agency and has experience of a wide range of property litigation.

Ellis Turner


Ellis Turner, Senior Lecturer Environmental Health, University of West of England. Ellis Turner is a Chartered Environmental Health Practitioner. He worked as an Environmental Health Practitioner in London for approximately 20 years, working across a range of roles including collaborating in partnerships of prevention with health and social care. Ellis`s research interests include hoarding behaviour and evaluating environmental health interventions. Ellis and Megan have co-authored a NHS-Islington fact sheet on hoarding behaviour and both contributed to the development of the Islington Hoarding protocol. Ellis is a trustee of the Association of London Environmental Health Managers and Hoarding UK.

Emily Douglin


Emily Douglin, Managing Director of Regulatory Services, Civica. Emily joined Civica as part of the Community Protection Product Management Team, where she used her environmental services, waste management and local authority experience to inform the development of Civica products. Fast forward six years and Emily now heads the Regulatory Services business unit and is accountable for the production, delivery and customer base related to APP and Cx.

John Bower


John Bower, MCIEH CEnvH Project Manager, Supported Accommodation Review Team, Hull City Council. John Bower has worked for Hull City Council since 2004 as an Environmental Health Practitioner in the Private Housing Service. He has considerable experience in the enforcement of housing conditions in Houses in Multiple Occupation (HMOs) and, since 2019, has led a multi-disciplinary Team working with the supported housing sector in Hull, to improve both the quality of housing conditions and support to residents. He has also contributed to the national debate regarding the regulation of this sector of housing.

Martin Bradbury


Martin Bradbury, Regional Account Manager, Civica. Martin joined Civica in 2019 as a Regional Account Manager for customers based in London and the South East. He has over 20 years of experience in the technology sector and has spent the last five years in the Regulatory Services software sector, working with local government organisations across the UK.

Phillip Stanley


Phillip Stanley, PSH Performance Management & Evaluation Lead, Liverpool City Council. Phillip has been in local government for 30 years mainly in business and performance management. By education he is a scientist and has bought his forensic skills to Private Sector Housing where he has worked for 6 years. Phillip’s mantra is ‘follow the data’ and he believes without good intelligence and reporting we cannot hope to show, or, deliver an effective enforcement operation or support the City Council’s wider agenda. His role enables him to work across the service which provides many enjoyable learning opportunities. Phillip is proud about the difference that housing enforcement makes for the people, the communities and the city of Liverpool.

Tamara Sandoun


Tamara Sandoul, Policy and Campaigns Manager, CIEH. Having joined CIEH in 2017, Tamara’s work has largely focussed on housing policy. Tamara has previously held several health-related policy and public affairs roles, including at Breast Cancer Now, British Lung Foundation and the Department of Health. At the British Lung Foundation, Tamara was joint lead on the award-winning campaign to ban smoking in cars carrying children, which was made into law in 2014.
