COVID marshals play an important role in delivering the Government’s strategy to reduce the spread of COVID-19. Local authorities have been encouraged to introduce them to help ensure people feel safe to enjoy our high streets and public spaces.

This COVID marshal training has been designed to provide delegates with the confidence and knowledge they need to effectively perform their role.

Delivered over 2.5 hours, this engaging training will provide delegates with the knowledge and understanding they need to deal with the real challenges they may encounter in the community. These can be complex and delegates will be encouraged to share their experiences.

Who should attend?

Those employed as COVID marshals, also known as COVID ambassadors in local authorities. Training content for delegates in Wales and Northern Ireland will reflect differences in the legislation and guidance. 


  1. Understand COVID-19, its causes, risks, myths and where to get further information
  2. Understand how to protect yourself and others during your work
  3. Understand the principles of “Hands, Face, Space”, how to apply it in practice and how to communicate this to members of the public
  4. Understand the applicable law and guidance relevant to COVID-19, and the difference between the two
  5. Understand how they can assist enforcement officers by collecting, preserving and maintaining the chain of evidence
  6. Understand what a “COVID Secure Establishment” is and be able to offer proportionate, practicable advice and guidance where necessary to a range of duty holders
  7. Be able to effectively signpost duty holders to other reliable sources of advice and business support
  8. Understand the importance of effective communication, good body language and how to defuse difficult situations
  9. Understand the precautions needed to travel safely during the pandemic and offer advice as appropriate
  10. Understand the importance of cleaning
  11. Understand the limits of their role and the role of other officers

Mike Wilcock is a former Head of Operations from the Health and Safety Executive with over 40 years’ experience. Since retiring he has
developed a wide range of training packages working closely with local authorities around the country, most recently delivering over 30 webinars
to local authority staff in London and the South East on COVID-19 and enforcement.
