Our 2022 Beauty Conference will explore the latest developments in the beauty sector and will be chaired by Caroline Larissey, Director of Quality and Standards at the National Hair and Beauty Federation (NHBF). There will be a discussion of the Government’s plans to crack down on unregulated cosmetic procedures, following a recap of the successes from the amendment to the Health and Care Bill, which is now the Health and Care Act 2022. Andrew Rankin from the Joint Council for Cosmetic Practitioners (JCCP) will be providing insight on responsible prescribing for cosmetic procedures. Another key session will consider the latest information on new licensing schemes in the UK.

Andrew Rankin

Andrew Rankin, Partner at Regenix Cosmetic Medicine and Trustee of the Joint Council for Cosmetic Practitioners (JCCP). Andrew is a registered nurse, independent prescriber and he has held various training and advisory roles over the last 16 years. He was a board member of the British Association of Cosmetic Nurses (BACN) and then vice chair until 2018. In 2014 he was a member of the Health Education England Expert Reference Group’s review of cosmetic qualifications. He is chair of the JCCP Practitioner Register Committee and co-chair of the JCCP Clinical Advisory Group, where he coordinates industry experts and regulators in addressing cosmetic concerns. Andrew is a technical expert for the United Kingdom Accreditation Service (UKAS), ensuring organisations wishing to offer certification (of persons) services in the cosmetic industry meet the appropriate standards of competence. He is also a member of the Medicines and Healthcare Regulatory Agency (MHRA) medical devices expert register.

Caroline Larissey

Caroline Larissey, Director of Quality and Standards at National Hair and Beauty Federation (NHBF). NHBF is the largest UK trade association for just under 6,000 hairdressing, barbers, beauty, and aesthetics businesses. Caroline is responsible for championing the employer voice and ensuring quality, standards, and education across the sector. Acting as a conduit between Government and industry, Caroline works with employers, industry and awarding organisations, professional bodies, Government agencies, departments, and ministers on issues such as training, apprenticeships, standards, qualifications, codes of practice, quality assurance, funding, and business practice. She is also a chairperson, ambassador, advisor, and board member of various industry, Government, quality assurance, regulatory, education and training groups across the sector.

Professor David Sines CBE

David Sines CBE BSc (Hons) RN RMN RNMH RNT PGCTHE PhD FRCN FRSA FHEA. Professor David Sines CBE was until recently Pro Vice Chancellor and Executive Dean and Professor of Community Health Care Nursing at the Faculty of Society and Health at Buckinghamshire New University and holds the position of Provost at the University. He was previously Executive Dean for the Faculty of Health and Social Care at London South Bank University and Head of the School of Health Sciences at the University of Ulster. Since obtaining his PhD in social policy, David has held four Secretary of State appointments, including to the UKCC and NMC. He has been a Governor of three NHS Foundation Trusts in London. He held an Honorary Appointment with Imperial College Healthcare NHS Trust as Associate Director of Nursing. He is a Fellow of the RCN and received a CBE in 2010 for ‘Services to Health Care’. David was until recently a Non-Executive Director with the Central London NHS Community Healthcare Trust and an Associate Non-Executive Director with Buckinghamshire NHS Hospitals Trust and currently chairs their respective Health and Social Care Academies. He is currently a professional advisor to Health Education England and works closely with primary and community care workforce strategy and transformation in London. He was Chair of the Health Education England Stakeholder Engagement Committee that produced the HEE (DHSC approved) Education and Training Framework for Non-Surgical Cosmetic interventions in 2015 and was subsequently appointed as Independent Chair of the Joint Council for Cosmetic Practitioners in January 2016.

Dawn Knight

Dawn Knight, Patient Safety Campaigner and Patient Trustee of the Joint Council for Cosmetic Practitioners (JCCP). Dawn is an award-winning patient safety advocate. She has campaigned for nearly a decade for better regulation in the cosmetic surgery sector in the UK alongside her MP Kevan Jones. Dawn has been a Trustee to the JCCP since early 2017. Dawn is incredibly proud to be the patient voice on the JCCP Aesthetics Licencing Task and Finish, and Clinical Advisory Group, Dawn also assists with complaints to the JCCP and works closely with the advertising standards authority in tackling illegal adverts in the non-surgical sector on social media. She has been published in the journal of aesthetic nursing. She gave in-person evidence at the first session for the all-party parliamentary group on beauty aesthetics and wellbeing in 2020 and this year gave written evidence to the recent health and care select committee enquiry and the online safety bill. Dawn worked closely with the mental health foundation in her role as lay Trustee for JCCP to produce the mind over mirror tool kits. She was also involved in a briefing earlier this year to Maria Caufield MP who was until recently minister for patient safety. Dawn worked closely with CIEH in lobbying government and briefing cross-party MPs and peers for the new licencing regime.

Diane Hey

Diane Hey, Employer and HABIA Board Member, Chair of the National Occupational Standards Steering Group and member of the JCCP education and training committees. Diane has over 34 years’ experience, as a therapist, employer, educator, quality lead, skills trainer, judge and moderator. Diane founded her Academy in addition to her salons in 2000, specialising in formal Government approved education. Diane has held chairing and advisory roles over many years, specialising in standard setting. She is Vice Chair of the apprenticeship trailblazer steering group and Chair of the national occupational standards steering group, in addition to being a T level panel member and ambassador of the JCCP education and register committees. Diane has worked extensively with Government bodies and educational regulators of all four nations throughout the pandemic to support ongoing education and progression for learners, whilst maintaining public safety and confidence. She actively supports initiatives to broaden inclusivity, remove barriers to learning, and improve mental health and wellbeing, in addition to assisting in research to measure the impact of the sectors role in client’s daily lives, inclusive of those clients living with, through and beyond cancer.

Dr Godfrey Town

Dr Godfrey Town, Registered Clinical Technologist and Senior Research Fellow PhD, Department of Dermatology at Alborg University Hospital, Denmark. Godfrey is RPA2000 certified in Non-Ionising Radiation protection, a UK Registered Clinical Technologist, holds a Cardiff University Law School Expert Witness Certificate and is a member of several international societies specialising in laser and energy-based devices. He has published over 25 peer-reviewed scientific and clinical papers, authored several book chapters on light-based therapy and published a contraindications guide for light-based cosmetic therapies. He has been providing specialist courses in laser safety and laser applications for over 25 years and has developed customised courses for online delivery.

Marian Newman

Marian Newman, Industry Nail Expert and Author of the Definitive Textbook for Nail Technicians. Marian has worked in every aspect of the nail industry. She opened a ‘nails only’ salon in 1988 and progressed from training beginners and improvers into master class level training. She is experienced in brand development within both professional and retail sectors. She is the author of the definitive textbook for nail technicians, The Complete Nail Technician. She is co-author of The Pocket Guide for Key Terms for Beauty Therapy for Habia and also Beauty Therapy VRQ Level 2 published 2012. She was chair of the Nail Services Forum and Committee Member for Hairdressing and Beauty Industry Authority (Habia). She has been awarded the highest trade accolades: The Scratch Stars Award for Services to the Nail Industry in 2013 and in 2021 The Scratch Stars Lifetime Achievement Award. In the 2020 Queen’s Birthday Honours, Marian was awarded the British Empire Medal for Services to the Beauty Industry during COVID-19. She is now one of two Head Judges at the annual Nailympia, where she has introduced several new categories including Salon Nails in order to put more emphasis on the key skills of the working nail technician. Marian now commands an unrivalled position in the industry, with over 50 British Vogue covers to her name, and 10 years of working on every advertising campaign for Christian Dior. 'Marian Newman Nails' have featured at many fashion shows including Givenchy, Vivienne Westwood, Valentino, McQueen and Louis Vuitton. In 2016 Marian curated a ground-breaking online program for nail professionals: mastered.com. 200 students from around the world took part in the program which introduced them to the world of ‘sessions nail professional’ alongside other programs curated by Nick Knight, Sam McKnight and Val Garland.

Dr Sarah Jones

Dr Sarah Jones, Team Manager, Communicable Disease and Health and Safety, Welsh Government. Sarah has over 35 years’ experience as an Environmental Health Officer (EHO). She started her career as a district EHO South Wales. Upon completion of her Masters in Public Health she took a lecturing role at Cardiff Metropolitan University. She then moved into the private sector for eight years and after completing her PhD, she returned to local government where she worked as a Team Manager in Communicable Disease and Health and Safety, Shared Regulatory Services. Since 2018 she has been on secondment to Welsh Government leading on the implementation of Part 4 of the Public Health (Wales) Act 2017. This work was temporarily suspended during the pandemic when she supported the Covid-19 response in Welsh Government. She has now returned to her original role and is currently drafting the consultation document for publication later this year.
