The annual CIEH Noise Management Conference remains one of the most prominent events for all professionals in environmental health. We anticipate this to be one of the busiest Noise Management Conferences to date, drawing in Local Authority Environmental Health Officers across the UK, as well as other experts and professionals in this sector.

Anthony Robinson

Anthony Robinson, Principal Officer Noise and Acoustics at Westminster City Council. Anthony began his career in Local Government in 2008 specialising in pollution and noise control. His current role involves regulation of the Tideway and HS2 megaprojects as well as major construction projects across Westminster under the CoCP. Anthony is heavily involved with planning policy and complex statutory nuisance investigations for enforcement and prosecutions. Anthony represents Westminster on the Gym Acoustic Guidance and Good Practice Guide for Noise Control at Outdoor Concerts Working Groups. Anthony also carries out private consultancy work for acoustic consultants including event noise control, planning and NIA’s.

Benjamin Fenech

Benjamin Fenech PhD MSc MIOA, Team Leader at UK Health Security Agency. For the past ten years Benjamin has been leading the UK Health Security Agency’s (and its predecessor Public Health England) noise and public health programme. His main role is to provide expert advice on the health effects of noise across government. He also collaborates with a broad range of stakeholders to develop and disseminate the scientific evidence base more widely. Most recently he oversaw the first spatial assessment of the attributable burden of disease due to transportation noise in England. Benjamin is currently chair of the Institute of Acoustics Sound, Noise and Health Group, chair of the Policy and Economics Team within the International Commission on the Biological Effects of Noise, and project leader of a new international standard ISO/TS 16755-1 Non-acoustic factors.

Charlotte Clark

Charlotte Clark Professor of Environmental Epidemiology, St George’s, University of London, is President of the International Commission on Biological Effects of Noise (ICBEN), and has an international reputation for conducting robust policy relevant research on the effects of environmental noise on health, wellbeing, and quality of life. She has produced influential evidence reviews on the effects of environmental noise on health, wellbeing, and learning for the World Health Organization, the International Civil Aviation Organization and the Department for Environment (UK). She has advised on the health impacts of large infrastructure projects (e.g., Heathrow Expansion; High Speed 2 Railway) and is experienced at engaging with stakeholders and communities. She has published over 80 papers in the field of environmental noise and health epidemiology. Charlotte currently leads the UK Department for Transport’s Aviation Night Noise Effects (ANNE) study, which is examining the effect of night-time aviation noise on annoyance and sleep disturbance. 

Jack Harvie-Clark

Jack Harvie-Clark, Founder and Managing Director of Apex Acoustics Ltd, a leading and award-winning consultancy in acoustics and air quality, with 25 consultants. He has recently co-authored a report for the Welsh Government on noise from ASHPs and Permitted Development Rights. The report examined the evidence of noise impacts from domestic ASHPs and proposed ways to facilitate their uptake while minimising noise nuisance. Jack was the acoustics advisor to the Department for Levelling Up, Housing and Communities (DLUHC) for the recent updates of Parts F and O of the Building Regulations, and co-authored the Acoustics, Ventilation, Overheating: Residential Design Guide.

Jim Griffiths

Jim Griffiths, Co-Founder and Director of Vanguardia, an independent sound, AV and acoustics consultancy. He has over 40 years’ experience in all technical aspects related to sound, acoustics, noise and vibration and has specialised in the sound management of concerts and festivals since the early 1980s. He was on the original Noise Council Working Party that published the ‘Pop Code’ and has been on the current CIEH working party to update the guidance. Jim is a Fellow of the Institute of Acoustics (IoA), past Chairman of the London Branch of IoA and was awarded the Tyndall medal and the Distinguished Services to the Institute award. In December 2018, he received the Outstanding Achievement Award at The Stadia and Arena Summit in Wembley for his long-standing contribution in acoustics to the entertainment industry.

John McCullough

John McCullough, Retired Principal Environmental Health Officer. John got his Environmental Health Degree (with Honours) from the University of Ulster in 1985 and has been working for local authorities ever since until his retirement in May 2023. He has worked for the London Borough of Hackney, London Borough of Islington, Vale Royal Borough Council and Tunbridge Well Borough Council. He has worked in Environmental Protection exclusively since 1990 and has a MSc in Environmental Protection from Salford University and an Environmental Acoustics (with Distinction) from Southbank University. He has dealt with the most complex noise related issues for all the local authorities including Pop Concerts. He is a chartered member of the CIEH and a member of the Institute of Acoustics.

Kate Hughes

Kate Hughes, Environmental Health Practitioner for Halton Borough Council. After graduating from the University of Salford she has worked in the fields of environmental protection and housing for 15 years. Kate also holds the Diploma in Acoustics and Noise Control from the Institute of Acoustics. Kate has extensive knowledge of enforcing noise legislation in domestic settings and has used anti-social behaviour legislation to deal with persistent non-compliance with abatement notices.

Martin McNulty, Associate Director and leader of the Vibration and Vibro-acoustics team, Hoare Lea. Working on a varied range of projects, Martin is active in the development of reliable methods for predicting the effects of vibration within buildings and has particular expertise and interest in the field of impact-generated noise and vibration control. For this work he received an industry award in the field of Gymnasium design. He continues to develop his knowledge via applied and academic research in addition to sitting on a number of working groups at industry and British Standard level.Martin authored the prediction section of Gym Acoustics Guidance document.

Martin McVay

Martin McVay, Policy Advisor – Noise, Soundscape and Chemicals, Welsh Government. Martin has worked in environmental policy and regulation for 21 years, initially for the Environment Agency as a technical advisor on industrial air and noise pollution modelling, then from 2007 onwards as a policy advisor to the Welsh Government covering a range of environmental topics including noise and soundscape, chemicals, air quality, industry regulation and urban green space. In particular, Martin coordinated Wales’s national noise and soundscape plans in 2013, 2018 and 2023, revised local air quality management guidance in 2017, and has been working to embed soundscape principles in Welsh planning policy and guidance.

Matt Torjussen

Matt Torjussen, Acoustics Lead at ANV Measurement Systems, the UK’s sole distributor of Rion sound and vibration measurement equipment. Passionate about controlling noise from industrial sources, Matt recently carried out research for Defra on the propagation of tonal and impulsive sound outdoors. He contributed to the CIEH and IoA guidance note on noise from ASHPs, has hosted events for the IoA on the subject, and is involved in work reviewing the evidence surrounding noise from ASHPs in communities.

Peter Rogers

Peter Rogers, Founder and Managing Director of Sustainable Acoustics Ltd, a leading consultancy in acoustics that has been carbon neutral since 2019. Peter is working on Research and Development projects with Defra on Sound Insulation and Health and Wellbeing and Noise and Hypertension, and aims to use acoustics to make things better as we design our future. He recently has been completing work to assist the transition to renewable technology, including being part of the CIEH and IoA guidance note on ASHP. He also co-authored a report for the Welsh Government on noise from ASHPs and Permitted Development Rights and chaired the ProPG Gym Acoustics Guidance. Peter is a trustee of the IoA but often draws from his five years in Local Authority in his day to day. He recently gave evidence to the House of Lords Science and Technology committee on Noise and impact on human health. He also works actively with music venues, and is currently involved in the Night and Day case in Manchester as an expert witness.

Rhian Thomas, Noise Policy Team Leader, Defra. Rhian joined the Defra Noise and Nuisance Team in 2018 after working for several years on improving the sustainability of the government’s own estate and operations. Prior to joining core Defra, she worked for the Sustainable Development Commission, and has a background in public and third sector communications.

Richard Cutting, Business Development Manager, Cirrus Research. Richard has worked at Cirrus Research for over 10 years and in that time has trained hundreds of people across the UK from Local Councils and Housing Associations on how to use the Trojan Nuisance Noise Recorder and accompanying analysis software, NoiseTools. Richard has delivered presentations on behalf of CIEH and recently presented a webinar on the topic of nuisance noise.

Stephen Turner

Stephen Turner, Immediate Past President of the Institute of Acoustics. Stephen has been working in the field of acoustics and noise control for over 45 years. His career has spanned both the public and private sector. He was a technical adviser to noise policy officials at the UK’s Department for Environment, Food and Rural Affairs (Defra) for over 15 years, including four years as a civil servant, during which he was closely involved in the development and implementation of noise management policy in England. He is an Honorary Fellow of the IoA, a member of the European Commission’s Noise Expert Group and chair of the British Standards Committee that deals with transportation noise. He recently completed his two-year term as President of the IoA and is now the Institute’s Immediate Past President.

Tim Everett LLB LLM FCIEH CMCIH FRSPH CEnvH, Trainer and Researcher in Environmental Health Law. Tim has worked for four London Boroughs, the City of Swansea, and two District Councils and has also served as a national adviser on Environmental Protection issues to the Local Government Association (LGA) for over ten years. As a Chartered Environmental Health Practitioner, Tim was elected as a Fellow of the Chartered Institute of Environmental Health (CIEH) in 2000 and served as CIEH President 2015 - 2017. Tim is also a Chartered Member of the Institute of Housing, a Fellow of the Royal Society of Public Health and an active member of the Public Health Working Party at the UK Environmental Law Association (UKELA), a member of the Environmental Health Association of Ireland, and a Member of the UK Environmental Law Association. Tim is currently studying for a PhD at De Montfort University, Leicester

Toby Lewis

Toby Lewis, Technical Director at WSP. After 23 years in environmental health, Toby joined WSP in 2015 where he is now a Technical Director in the 60-strong acoustics team. As the lead expert witness in the team, he describes his niche as "where the scientific and technical meet policy and the law". In addition to his consultancy work, he enjoys lecturing, training, and participating in technical working groups. He has published work on the dynamics between noise and planning, wind turbine noise assessment and regulation, entertainment noise and industrial noise. He is a Chartered EHP and a Fellow of the IoA.
