This guidance was produced by the Sector Skills Council, formerly Asset Skills before the establishment of The Building Futures Group, which was the industry skills body for facilities management, housing, property, cleaning and parking. It was endorsed by the CIEH among others.

It seeks to provide guidance to landlords and letting agents on the Housing Health and Safety Rating System introduced by Part 1 of the Housing Act 2004. It explains how the rating system works and how it is enforced and includes a handy colour chart (the “Effect of the Defect”) outlining the key hazards to look out for when conducting an assessment.

Although it was produced in co-operation with the Office of the Deputy Prime Minister (now DCLG) it is not a definitive reference document. A separate, official DCLG guidance note for landlords is available on the GOV.UK website.
