Overview
This technical workshop provides a detailed overview of the First-tier Tribunal Property Chamber (FTPC) and its role and powers. The course offers guidance on how to successfully defend appeals as well as how to try and resolve disputes and avoid appeals.
This will help you to understand the benefit of good practice in carrying out inspections and assessing conditions using the HHSRS, and the enforcement provisions of the Housing Act 2004, in minimising the incidence of appeals.
There will be guidance on the collection, collation and presentation of evidence and information to support enforcement action and to provide robust defence against appeals.
Delegates will gain valuable insight on the information requirements of the Tribunal when an appeal is lodged, and the Tribunal rules, regulations and procedures for hearing appeals.

- Collecting and managing casework information and documents
- Preparing documents to respond to appeals
- The role and powers of the First-tier Tribunal
- Preparing and presenting evidence
- Considering documentation submitted in support of, and defence of, an appeal

John Easy, Environmental Health Practitioner
John has worked in the field of housing standards for the last 20 years, both in private practice providing consultancy, survey and training services, and more recently as an enforcement officer within local authority private sector housing teams. He has also been a member of the English Housing Survey team since 2001 and has used the HHSRS in survey work from 2002.
He has been involved in training local authority and housing association officers on the provisions of the Housing Act 2004, either through the various initial government funded training schemes or by direct commission from clients, since the mid-2000s.
He currently works part time in a local authority as a senior officer private sector housing officer with responsibilities including general complaints, HMO licensing and enforcement, caravan site licensing, DFGs, and the development of policy and procedures, and is Director of a housing consultancy practice.
