CIEH ASB Conference: New Powers and Responsibilities

About this conference

CIEH presents a new conference on Anti-Social Behaviour (ASB), exploring the role of environmental health and the new powers of the Crime and Policing Bill 2024-25 as it passes through parliament. This is an opportunity to review the existing powers and join the discussion around changes and implications for current legislation. Information will be shared surrounding good practice, as well as case studies reflecting on key areas of ASB including fly-tipping.

James Johnson, Regulation & Enforcement Manager, Lichfield District Council. James leads the environmental health, licensing, emergency planning, and planning & listed building enforcement functions at Lichfield District Council in Staffordshire. He also serves as an environmental health officer in the Army Reserve and was elected as a trustee of the Chartered Institute of Environmental Health in 2024. He has a particular interest in environmental crime and animal welfare, and disrupting how environmental health is delivered in local government.


James Alexander is a Senior Adviser at the Local Government Association (LGA). James liaises with local authorities across England and Wales and reports to a cross-party committee of senior councillors. James served eight years as a councillor, was Leader of a unitary authority and was a parliamentary candidate. James previously served as a civil servant working on quarantine hotels, the evacuation of Kabul and Afghan resettlement. He was employed as a local government policy officer for Her Majesty’s Opposition during the 2015 general election and served as a political advisor to local government soon after. James is a graduate of the United States International Visitor Leadership Program and is a trained international election observer.


Kuljit Bhogal KC, Public Law Barrister, Cornerstone Barristers. Kuljit Bhogal KC is a public law barrister based at Cornerstone Barristers.   In March 2023, she was appointed King’s Counsel. Earlier this year Kuljit was named “Lawyer of the Week” in The Times on 17 April 2025.  One of her cases has even been mentioned in a speech by J D Vance, the Vice President of the United States (!). Kuljit is the author of Cornerstone on Anti-Social Behaviour (2nd edition), the leading text on the powers introduced by the Anti-Social Behaviour, Crime and Policing Act 2014, published by Bloomsbury Professional. Kuljit is ranked as a leading barrister by Chambers and Partners UK Bar Directory and the Legal 500 for Social Housing Law and Public Law. In 2020, Kuljit was appointed a Recorder of the Crown Court on the South-Eastern circuit, presiding over court proceedings and delivering judgments in both applications and contested trials. She covers all areas of local government work. In her private sector work, Kuljit acts for private landlords and developers. In her public sector work, she acts predominantly for local authorities, housing associations and health bodies. Her recent work has ranged from the use (or misuse) of Community Protection Notices, providing advice on issues concerning Homes in Multiple Occupation (HMOs) and advising on the management of town centre issues such as amplified music, leafleting, drinking.

Rebecca Bryant OBE, CEO, Resolve. Rebecca Bryant OBE is one of the sector’s most respected voices and a recognised thought leader. Chief Executive of Resolve since 2018, Rebecca has specialised in Community Safety and ASB for over 20 years, having developed her career predominantly at Manchester City Council where she was Head of Crime and Disorder. Rebecca is passionate about making communities safer, more resilient and cohesive and has worked closely on national policy and legislation, both as CEO of Resolve and previously as a consultant. Rebecca’s commitment to communities resulted in her being awarded the OBE in 2015 for services to victims.


Dr Tim Everett, LLB LLM PHD FCIEH CMCIH FRSPH CEnvH. Tim is a trainer and researcher in Environmental Health law, with postgraduate qualifications in law, business administration, and air and water pollution control.   He is a Chartered Environmental Health Practitioner and was the President of CIEH from 2015-2017.   He is also a Member of UKELA. 

He is and has been a trustee of national and local charities, taking a particular interest in legal and governance issues.  His last Local Government post was as Strategic Director for two District Councils, where he was responsible for a range of joint services.  He was the Chair of a statutory Crime and Disorder Reduction Partnership and was a member of county-wide Community Safety and Safeguarding Boards during this time.

He has also worked for four London Boroughs, the City of Swansea, and was a national adviser on Environmental Protection to the LGA for over 10 years. 

He was a Non-Executive Director of an NHS national body and served on two committees of the Health Protection Agency.  He was a Samaritans listener for over 10 years and retains a strong interest in mental health issues.  He was also an adviser to his local CAB for over 10 years.


Dr Vicky Heap, Associate Professor in Criminology, Sheffield Hallam University. Vicky's research focuses on highlighting the experiences of anti-social behaviour policy from the perspectives of victims, perpetrators, and practitioners. Collectively, this body of work critically interrogates the usefulness of anti-social behaviour policy.
