Join our annual Beauty and Aesthetics Conference for an exploration of topical and pressing issues related to beauty and aesthetics and environmental health.
Keynote discussions will focus on an update to the England-wide licensing scheme for non-surgical cosmetic procedures, as well as assessing the qualification framework in the beauty industry, exploring case studies with local authorities and hearing from key organisations in the industry.

Professor David Sines CBE BSc (Hons) RN RMN RNT PGCTHE PhD FRCN FRSA FHEA, Chair, JCCP. Professor David Sines CBE was until recently Pro Vice Chancellor and Executive Dean and Professor of Community Health Care Nursing at the Faculty of Society and Health at Buckinghamshire New University and holds the position of Provost at the University. He held previous roles as Executive Dean for the Faculty of Health & Social Care at London South Bank University and as Head of School of Health Sciences at the University of Ulster. David obtained his PhD in social policy from the University of Southampton in 1993 and has held four Secretary of State appointments, including appointments to the UKCC and NMC. He has been a Governor of three NHS Foundation Trusts in London. He recently held an Honorary Appointment with Imperial College Healthcare NHS Trust as Associate Director of Nursing. He is a Fellow of the RCN and received a CBE in the 2010 Queen’s Birthday Honours List for ‘Services to Health Care’. David is a Non-Executive Director with the Central London NHS Community Healthcare Trust and an Associate Non-Executive Director with Buckinghamshire NHS Hospitals Trust. David is also an Emeritus Professor with Buckinghamshire New University and Strategic Advisor to the Vice Chancellor. David is currently appointed as a professional advisor to Health Education England and works closely with primary and community care workforce strategy and transformation in north London. David is a Trustee with The Burdett Nursing Trust and is Patron with the Learning Disability Charity Choice Support and holds appointment as Honorary Vice President with the Northern Ireland Charity People and Professionals for Autism. David has undertaken two previous periods of engagement with the HEE GP Deanery in both NWL and HENCEL and acted as a fully functioning Associate Director for the GP Deanery at the University of London for a twelve-month period as part of this role. David was Chair of the Health Education England Stakeholder Engagement Committee that produced the HEE (DHSC approved) Education and Training Framework for Non-Surgical Cosmetic interventions in 2015 and was subsequently appointed as Independent Chair of the Joint Council for Cosmetic Practitioners in January 2016.
Emma Haddock, Environmental Health Practitioner. Emma is an Environmental Health Practitioner with over 13 years working in local authorities specialising in Healthy and Safety and Food Safety. She is the lead for Beauty and Aesthetics Safety at Trafford Council with experience carrying out enforcement against aesthetic and tattoo practitioners.
Kerry Nicol, External Affairs Manager, CTSI. Kerry is a passionate campaigner who has dedicated her career to raising the profile of the Trading Standards profession and wide-ranging consumer protection issues. Kerry has worked with CTSI for over 20 years and has been instrumental in helping to raise CTSI’s profile with the media and building partnerships with a range of external organisations.
Since joining the policy team in 2022, Kerry has provided the secretariat to the APPG on Consumer Protection, and led a national inquiry on Online Marketplaces and the Supply Chain. Kerry has also led campaign activity on topics such as Safeguarding Our Standards, Vegan Food, Toy Safety and the most recent #CostofBeauty campaigns.
Victoria Brownlie, Chief Policy & Sustainability Officer, British Beauty Council. Victoria is Chief Policy & Sustainability Officer at the British Beauty Council, with almost twenty years of experience influencing government policy and lobbying. Within her remit, Victoria helped to secure a ban on injectables for under 18s Botulinum Toxin and Cosmetic Fillers (Children) Act, and secondary regulation within the Health and Care Act 2022 to implement a mandatory licensing scheme for non-surgical cosmetic procedures.
During the pandemic, Victoria was instrumental in securing vital financial support and reliefs for the personal care sector, working with governments across the four nations to ensure the salons on our high street, the brands that supply to retailers, had businesses to return to. She was awarded an MBE in 2024 in recognition of this work and her efforts since to achieve sector representation in Westminster and beyond.
Victoria continues to highlight the beauty industry within the political consciousness as the driven, entrepreneurial, world leading and dynamic sector it is, and those within it whose careers are dedicated to making people feel like the best versions of themselves.
Victor Ktorakis CEnvH MCIEH, Senior Environmental Health Officer at Enfield Council. Victor is a Chartered Environmental Health Practitioner with over 20 years’ experience in the public sector. He has been the lead for Special Treatments Licensing for the London Borough of Enfield for 18 years. He is co-chair for the London Special Treatments Working Group. In 2018, Victor was appointed as a member of the Board of Trustees for JCCP, and he advises on matters involving the regulation of the beauty and aesthetics sector. He is also a member of the CIEH Health and Safety Advisory Panel
