CIEH calls for evidence-based and balanced approach to smarter regulation

The Chartered Institute of Environmental Health (CIEH) welcomes the opportunity to contribute to the Department for Business and Trade's call for evidence on smarter regulation and the regulatory landscape, which opened yesterday on 17 October 2023 and will close on 7 January 2024.

The call for evidence aims to gather views on how to improve the UK's regulatory system, reduce unnecessary burdens on businesses and citizens, and support innovation and growth. It also seeks to explore the role of regulators and how they can work more effectively with each other and with stakeholders.

CIEH has previously expressed concerns about the government's smarter regulation proposals, which were announced in May 2023. CIEH believes that the proposals could undermine the vital role of environmental health professionals in protecting public health, safety and wellbeing, and the environment.

CIEH will be submitting a detailed response to the call for evidence, in collaboration with its Advisory Panels, which represent the views and expertise of its members across various sectors and disciplines. CIEH will highlight the importance of evidence-based, proportionate and consistent regulation that balances the needs of businesses and consumers, and that supports the achievement of the UN Sustainable Development Goals.

Louise Hosking, Executive Director of Environmental Health at CIEH, said:

"We are keen to engage with the government on how to make regulation smarter, more efficient and more effective. However, we are concerned that some of the proposals could create a false dichotomy between health and wealth, and risk compromising standards of environmental health that we have in the UK.

We believe that regulation is not a barrier to innovation and growth, but rather a driver of quality, safety, and sustainability. Regulation also plays a crucial role in ensuring a level playing field for businesses, protecting consumers from harm, and enhancing public trust and confidence.

We urge the government to consider the views and experiences of environmental health professionals, who are at the forefront of delivering and enforcing regulation in a variety of settings. We also call for a holistic and integrated approach to regulation that recognises the interconnections between environmental, social and economic factors, and that aligns with our vision of safer, cleaner, healthier environments for everyone."
