Half-day conference

This new conference is designed to bring environmental health professionals up to speed on the key issues surrounding waste crime within local authorities. The conference will cover fly-tipping, illegal dumping and how this may affect environmental health services in the future.

We will explore key research, data, case studies from rural and urban locations across the country, to tackle waste crime together.

Dr Anna Scott, Director of Services, Keep Britain Tidy. Dr Anna Scott is a Chartered Waste Manager with 23 years of experience in the waste and recycling field, including 17 years at Keep Britain Tidy. She is an expert in waste behaviour and behaviour change gained through doctoral research, and the delivery of hundreds of research, insight and behaviour change projects with respect to recycling, waste prevention, litter and fly-tipping.

As Director of Services, Anna is responsible for overseeing the development and delivery of research, innovation and evidence-based services – to local authorities, government, and businesses – which contribute significantly to Keep Britain Tidy’s charitable aims.


Ayeisha Kirkham CEnvH, Head of Service, South Kesteven District Council. Ayeisha Kirkham is a Chartered Environmental Health Practitioner, qualifying in 2004, with more than 21 years’ experience working in local authorities.

She is currently Head of Public Protection at South Kesteven District Council in Lincolnshire, leading Environmental Health, Community Safety, Licensing, Private Sector Housing and Environmental Crime services.

Ayeisha is a mentor with the Chartered Institute of Environmental Health (CIEH) and a strong advocate for the profession. She has chaired the Lincolnshire Environmental Crime Partnership since its formation in November 2020 and is passionate about collaborative, innovative approaches to tackling waste-related crime and protecting the environment. 

Chris McAvoy, Head of Enforcement and Community Safety, London Borough of Havering

Chris is a strategic local government leader with over 15 years’ experience across four London authorities. A Chartered Manager and Fellow of the CMI, he brings a background in policing, retail management and enforcement dating back to 1998. At Croydon Council, Chris led multi agency operations resulting in the seizure of more than 50 vehicles linked to illegal waste activity and supported national initiatives such as Op Angola, advising DEFRA on policy. He later developed Hammersmith & Fulham’s award winning 70 strong Law Enforcement Team. Chris is now Head of Environmental Enforcement & Community Safety at Havering, leading services that help keep the borough safe.


Philippa Arnold, Environmental Policy Advisor – Waste, National Farmers
Union.

Philippa Arnold is an Environment Policy adviser at the National Farmers’ Union, where she has spent most of the past nine years leading work on agricultural waste related issues. Her portfolio covers food waste, the circular economy, agri-plastics, materials to land and waste crime, (inc. fly-tipping).

Philippa represents the NFU at the EA's Biowaste Regulatory Forum, and the Regulated Business Forum as well as Defra’s National Fly-Tipping Prevention Group as well as the Waste and Compliance Taskforce.

Fly-tipping is a significant rural crime issue for NFU members and Philippa’s focus is on the environmental and financial impact this relentless issue has on member’s farm businesses.


Richard Hudson, Chartered Resource and Waste Manager, Chartered Institute of Waste Management. Richard is a Technical Manager in the Policy, Innovation & Technical division of the Chartered Institution of Wastes Management (CIWM), the professional body for the resource and waste management sector. In this role, Richard is responsible for supporting CIWMs technical, knowledge sharing, and influencing capability.

Richard has over 40 years’ industrial experience, covering materials science, manufacturing, processing, R&D, legislation, consultancy, and testing activities. For the last 20 years he has worked within the resources and waste management industry and has developed a detailed understanding of the collection, sorting, treatment, and reprocessing of wastes, together with experience of the end markets for secondary raw materials.
